Once I realized I had less control over my dogs with one leash than two, I ditched the newfangled dual-leash model and went back to two leads, two hands.
Can you shorten the leashes? The dogs are still getting their walks but they will not have much free range, thus minimizing the opportunity to entangle. You can give them a little more leash length on the way home when their exuberance is hopefully less.
